Summer Enrichment Program - FAQs
  1. What are the eligibility requirements?
    Applicants must
    • be U.S. citizens;
    • be full-time undergraduate students at the time of application; and
    • have a cumulative grade point average of at least 3.2 on a 4.0 scale at the time of application.
  2. GPA – I have a 3.1 cumulative GPA, with a 3.3 GPA in my major. Do I meet the Program's requirement for a 3.2 GPA?
    No. The 3.2 GPA requirement is for cumulative GPA. The Program has no flexibility on the GPA requirement.

  3. GPA – I have a 3.0 GPA from my current university but had a 3.7 GPA at the first college I attended for two years. Would I qualify?
    Because we seek a cumulative GPA of 3.2, the Program will look at the grades from all undergraduate work. Thus, an applicant can compute a cumulative GPA based on grades from all undergraduate colleges or universities attended. The Program will confirm this GPA based on the transcripts provided.
  4. I am a freshman. Can I apply?
    Yes. Freshmen can apply for the program. However, the selection process is very competitive, and it may be difficult for freshmen to compete effectively with only one semester of academic work to show. Freshmen who apply should have very strong academic records and relevant experience.
  5. I am a senior. Can I apply?
    If you are a full-time undergraduate on February 10, 2014 you are eligible to apply, even if you are a senior.
  6. Is the program only open to Howard University students?
    No. Students who meet the eligibility requirements can apply, no matter where they are doing their undergraduate studies. Rangel Scholars come from schools around the country.
  7. Are there specific undergraduate majors that the Rangel Program prefers?
    The Rangel Summer Program is open to students with a wide variety of majors, as long as they have an interest in international affairs. There is no requirement for a specific major. In the past, we have had successful participants with majors as diverse as political science and art history, economics and biology, business and English.
  8. Can I transfer credits back to my home university or college?
    Your home institution will determine whether or not you can transfer credits. However, most participants in the Summer Program have been able to transfer credits for the classes. The courses in the program are regular for-credit Howard University courses.
  9. When will I know if I am accepted to the program?
    The Program will make every effort to select participants by the end of March and contact them directly with an offer to participate. The Program will also inform those who are not accepted or are program alternates.
  10. How will I know if my package is complete?
    You can check the status page on the application to see if you have completed all of the requirements and is your recommenders have submitted their letters. It is up the the applicant to ensure that all of their transcripts, including those from different schools are uploaded onto the online applicaiton. All applications will be automatically submitted at midnight EST on February 10th. 
  11. What expenses can I expect for the summer?
    The Rangel Program covers the cost of tuition, room, board, and air or train travel from home/school. It also provides a stipend of $3,200 (budget permitting). Participants should expect to pay for books, ground transportation from the airport or train station to Howard University, public transportation to get around Washington during their time in Washington, dinners or meals outside of Howard University if desired, and entertainment not related to the program.
  12. When will the program be held?
    While the final dates have not yet been set, our tentative dates are June 23 - August 3, 2014.  These dates could change a week or so in either direction.  Please watch for a final decision.
  13. How do I officially submit my online application?
    The application will close on February 10, 2014 at midnight EST. Your application will be automatically submitted at that time. If you want to submit it earlier, please e-mail the Rangel Program staff at and advise them that you are ready to submit your application.
